As lawmakers bicker over the state budget, many Pennsylvania employees and contractors are continuing to get paid.
One sector that hasn’t been so lucky is providers of child welfare services. Hundreds of nonprofit organizations across the state have been frozen out, forcing them to take out expensive bridge loans or scale back services — some of them mandated by the state.
